HYDRAA Given Authority to Protect Public Assets, Parks, Lakes in Hyderabad

Hyderabad: The Municipal Administration & Urban Development Department has issued a notification under G.O.Ms.No. 191, dated 16-10-2024, delegating powers to the Disaster Response and Asset Protection Authority (HYDRAA) under the GHMC Act of 1955. This move is aimed at enhancing the protection of public assets, such as parks, lakes, and grounds, which are under the jurisdiction of the Greater Hyderabad Municipal Corporation (GHMC).

Given the increasing challenges posed by urbanization, HYDRAA has been assigned the responsibility for managing and protecting these public assets from illegal encroachments and potential damage. The HYDRAA team will coordinate both disaster mitigation and asset protection efforts to safeguard these invaluable assets.

This notification will be published in the Telangana Gazette, formalizing the new measures.

GOVERNMENT OF TELANGANA ABSTRACT

MUNICIPAL ADMINISTRATION & URBAN DEVELOPMENT DEPARTMENT — Greater Hyderabad Municipal Corporation – HYDRAA – Delegation of powers to HYDRAA under GHMC Act 1955 for protection of Public Assets & Disaster Management in GHMC – Notification – Issued.

Read the following:

  1. G.O.Ms.No.99, MA&UD (GHMC.1) Department, dated 19.07.2024.
  2. Ordinance No.4 of 2024 to GHMC Act, 1955.

ORDER:

The Greater Hyderabad Municipal Corporation is one of the biggest urban local bodies in the country with an extent of about 650 Sq Kms. Commensurate with its geographical extent, the number and size of public assets like parks, grounds, lakes, etc. under GHMC are also very huge and increased urbanization is posing intense challenges with regard to safety and security of these public assets from encroachments. Protection of these public assets has assumed greater significance in recent times and in light of such concerns, an exclusive, regular solution for the safety of these public assets with proper administration needs to be implemented. Moreover, protection of other invaluable assets needs to be protected with proper attention and constant surveillance, which can be possible by a much higher agency than GHMC.

  1. Against the above backdrop, it is considered essential that the services of HYDRAA i.e. Disaster Response and Asset Protection Authority (HYDRAA) be engaged for effective protection of all Public Assets and the tasks of protection of these public assets, both in Disaster mitigation and Asset Protection can take place hand in hand. The Joint Disaster Management and Protection team can coordinate both the issues.
  2. Accordingly, the following notification shall be published in an extra-ordinary issue of Telangana Gazette dated 16.10.2024.

NOTIFICATION

In exercise of the powers conferred under section 374B of the Greater Hyderabad Municipal Corporation Act, 1955, the Commissioner, HYDRAA is hereby delegated the responsibility to take over the management and protection of all Public Assets like parks, lakes etc. and prevent any kind of illegal encroachments or damage to these public assets that are within the jurisdiction of GHMC, so as to prepare the Greater Hyderabad Municipal Corporation for the purpose of Disaster Management and protection of public assets.
