Dr. Ilambarithi Appointed as New GHMC Commissioner, Replaces Amrapali Kata

Hyderabad: Dr. Ilambarithi K has been appointed as the new GHMC Commissioner, replacing Amrapali Kata, who is returning to Andhra Pradesh. He was previously the Commissioner of Transport.

· The appointment was made official by Chief Secretary Santhi Kumari on October 16.

· Several other IAS officers have also been assigned additional responsibilities:

N Sridhar: Principal Secretary in the Scheduled Castes Development Department, now also overseeing Youth Advancement, Tourism, Culture, and Archaeology.
Sandeep Kumar Sultania: Principal Secretary in Finance, will also serve as Secretary in the Energy Department, Chairman and MD of Genco and Transco.
Dr. Christina Z Chongthu: Secretary of Health, Medical, and Family Welfare, now also Director of AYUSH.
Dr. TK Sreedevi: Commissioner of Scheduled Castes Development, now Secretary of Women Development and Child Welfare.
RV Karnan: Director of Health and Family Welfare, also taking over as CEO of Aarogyasri Health Care Trust.

Earlier, IAS Officers Amrapali Kata, Ronald Rose’s Requests for Telangana Cadre Denied, Directed to Rejoin AP Cadre

Hyderabad: IAS officer Amrapali Kata’s request for a transfer to the Telangana cadre was denied by the Ministry of Personnel, Public Grievances, and Pensions, requiring her to return to the Andhra Pradesh cadre. Currently serving as the GHMC Commissioner in Telangana, Kata had sought reassignment based on her Visakhapatnam address, claiming insider status for Telangana. However, this was previously rejected by the Pratyush Sinha Committee, and the Khandekar Committee upheld the decision. The ministry agreed with the committee, emphasizing that the allocation followed the post-bifurcation guidelines, and any deviation would cause unfair treatment. Consequently, Kata will return to the Andhra Pradesh cadre, joining other similarly reassigned officers.

In a parallel case, IAS officer D Ronald Rose’s request for the Telangana cadre was also denied by the Centre. Currently the Energy Secretary of Telangana, Rose must report to the Andhra Pradesh government by October 16. His appeal was reviewed by a committee led by Deepak Khandekar, which found no grounds to grant his request. Like Kata, Rose will return to the Andhra Pradesh cadre.

IAS officer Amrapali Kata’s request for a transfer to the Telangana cadre has been denied by the Ministry of Personnel, Public Grievances, and Pensions, requiring her to return to the Andhra Pradesh cadre. Kata, from the 2010 Andhra Pradesh cadre, currently serves as the GHMC (Greater Hyderabad Municipal Corporation) Commissioner in Telangana. She had requested reassignment to Telangana, claiming her “permanent address” as Visakhapatnam in her UPSC application and seeking recognition as an insider of Telangana. However, this claim was previously rejected by the Pratyush Sinha Committee, and the Khandekar Committee, tasked with reviewing her case, upheld this decision.

The denial stems from guidelines established after the bifurcation of Andhra Pradesh in 2014, which the courts have consistently supported. The Khandekar Committee stated that her original allocation to Andhra Pradesh was based on factual records and adhered to the same criteria applied to other officers during the state’s division. The ministry accepted these recommendations, emphasizing that deviating from these guidelines could lead to discrimination.

As a result, Amrapali Kata will return to her Andhra Pradesh cadre position, joining other IAS officers facing similar reassignments.

IAS officer D Ronald Rose‘s request to be transferred to the Telangana cadre was rejected by the Centre on October 9. He has been ordered to report to the Andhra Pradesh government by October 16. Currently serving as the Energy Secretary of Telangana, Rose’s appeal was reviewed by a committee led by retired IAS officer Deepak Khandekar, which was formed following a directive from the High Court.

The review was part of a broader reassessment of the final allocation of All India Services (AIS) officers between Andhra Pradesh and Telangana after the bifurcation of the state. Rose had submitted his representation on April 7, with the Telangana government forwarding it to the Department of Personnel and Training (DoPT). After a personal hearing on June 25 and a detailed evaluation of the records, the committee decided to reject his request for the Telangana cadre.

The Telangana government has been instructed to relieve Rose of his current duties and submit a compliance report. His case parallels that of IAS officer Amrapali Kata, whose request for a transfer to the Telangana cadre was also denied earlier. Both officers will return to the Andhra Pradesh cadre.

Ronald Rose’s Background

Born in Tamil Nadu, Ronald Rose graduated with a B.Com from Madras University. Driven by a desire to join the civil services, he cracked the UPSC exam and began his IAS career in July 2007 as Assistant Collector at the Land Revenue Office in Hyderabad. Over the years, he held various roles, including Sub-Collector of Narsapur and Project Officer at the Integrated Tribal Development Agency (ITDA) in Rampachodavaram.
